A university in Tennessee has released a request for proposals (RFP) seeking private partners to deliver a new student housing facility through a P3.

Austin Peay State University (APSU) is seeking a development partner to deliver the facility via a design, build, finance, operate, and maintain P3, utilizing a ground lease structure.

The project will comprise approximately 400-600 apartment beds on a parking lot site close to F&M Bank Arena and downtown Clarksville, currently dubbed ‘Lot 30’.

As part of a broader expansion and modernization strategy for APSU’s housing inventory, the project will enable the university to accommodate planned enrollment growth by expanding housing capacity.

Responses to the RFP, which can be found here, are due by November 9, 2026.

The university has engaged Brailsford & Dunlavey as the development advisor for the initiative. Read the full article here (subscription requried).
