The University of Massachusetts (UMass) has issued a request for qualifications (RFQ) for a district-scale mixed-use development under a P3 model.
The project will be delivered under a design, build, finance, and operate P3, and will involve creating a mixed-use district on UMass Lowell’s East Campus, anchored by the University’s 7000 seater Tsongas Center.
The primary objective is the delivery of a second ice facility for the university’s hockey program and to attract community ice use, together with a hotel and dedicated event space. Additional parcels for housing and other complementary uses have also been identified.
